2. Analytical task forces

The Analytical Task Force (or: Analytical Task Force) is to use its specialist knowledge and intelligence results to advise the on-site operations manager on ABC issues in the event of a terrorist attack or disaster. The idea of ​​establishing ATF units dates back to 1999. In June 2002 the Conference of Interior Ministers decided to set up the Analytical Task Forces. For this purpose, a pilot project group from the Federal Office for Civil Protection and Disaster Relief (BBK) and the fire brigades and police officers involved was set up to develop an organizational and operational concept. As the head of the ATF Mannheim, Mario König, explained, the aim was to:

“The idea was to provide the local fire brigades with basic measurement equipment in a short time and across the board with high-tech and mobile units with optimal equipment and expert knowledge in order to be able to cope better with complex ABC situations. In order to achieve this task, the units must be capable of being laid quickly and be air-transportable. To support the on-site forces, an expert system should be activated in parallel in the event of an emergency. The team, made up of experts from all disciplines (meteorologists, chemists, physicians, physicists, engineers, etc.) is supposed to support the ATF emergency services with the data obtained on site. (....) Based on experience, the most important task at a damaged area will be the identification of unknown chemicals. For this purpose, in the first phase of detection, the area is examined for contaminated areas using a type of screening process. In the second step, a sample is taken from points with a positive result and a substance identification is carried out. Together with this detection order, the first samples for stationary laboratories are also taken. As soon as the released substances have been identified, the extent of the risk must be determined, ie with the help of remote sensing or exploration in the field, the quantitative distribution of the substances is to be determined mainly in the air, but if necessary also in the soil and water. When the analytical facts are available, the data research begins so that, as the last step, the operations management can be advised on operational tactics or medicine and the environment. "(8)

Since 2005 the ATF project has been led by Dr. Roman Trebbe coordinated from Section III.2 of the BBK in Bonn. Each ATF consists of 14 men as standard. According to the rough ATF concept, the technical equipment of the various units is basically the same: a command vehicle, an equipment vehicle with high-tech measurement technology and two ABC explorers. There are also around 20 CSA protective suits and 15 satellite radios. With 11 ATFs nationwide, their total potential is only 154 men and 44 special vehicles. The standard equipment includes a gas chromatograph-mass spectrometer (GS-MS), e.g. B. the EM 640, a Hazardous Substance Detector Array II (GDA II), a HazMat Identification System (HazMat ID System) at a price of 80.000 euros and a Fourier Transform Infra-Red (FTIR) remote sensing spectrometer.

The FTIR system was specially developed for the ATFs by Professor Roland Harig from the Technical University of Hamburg-Harburg and costs 100.000 euros each. It was introduced in March 2006 on the occasion of the soccer world championship. This so-called scanning infrared gas visualization system (SIGIS II) can scan a cloud of warfare agents at a maximum distance of 5 km. In order to underline the efficiency of their SIGIS II, the members of the ATFs like to point out that with the help of this system it was possible to prove from a greater distance that international soccer matches at the World Cup were much more civilized than Bundesliga soccer matches from Hertha BSC etc. In the latter case the methanol vapor cloud over the stadium was significantly larger.

Since the special units at the various locations were based on the existing structures, there are minor differences in terms of personnel and equipment in practice. At its meeting on June 1, 2007 in Berlin, the Conference of Interior Ministers established that the ATF concept presented is "technically sound and coherent". In the meantime, a secret "detailed concept" has been worked out. In view of the well-developed motorway system in Germany, an ATF will usually advance to the scene with its emergency vehicle. They should reach every location within a radius of 200 km within 2 to 3 hours of being alerted. If necessary, transport with helicopters of the Federal Police or the Federal Armed Forces is possible. Since the measuring vehicles, unlike the Bundeswehr's tracer, are not gas-tight, the ATFs can only advance to the edge of the hazardous substance cloud in order to carry out their explorations.

According to the ATF equipment concept of October 2008, the ATF has the following tasks:

"- Detection and identification of dangerous chemical substances and substance mixtures,

- Monitoring of large areas by means of remote sensing,

- Localization and identification of airborne pollutants,

- Situation assessment based on analysis results and toxicological aspects,

- Assessment of the development of the situation,

- Recommendation of countermeasures (e.g. warning of the population, evacuation, decontamination measures, ...) "(9)

The ATFs were presented to a larger (specialist) audience for the first time at the "Florian" fire service fair from October 8th to 10th, 2009 in Karlsruhe.10) Otherwise, the state authorities are reluctant to provide information about the ATFs. Whether the data is "secret" is not known, but it should not leak to the public, for example, the Berlin State Criminal Police Office said.

Since the ATFs are in principle only intended for use on land, the Waterways and Shipping Authority (WSA) in Wilhelmshaven had three ships belonging to the Federal Police's coast guard equipped with EM 640 gas chromatographs / mass spectrometers for use in the North and Baltic Seas. These are the multi-purpose ships (MzS) Mellum (home port: Wilhelmshaven), Neuwerk (Helgoland) and Scharhörn (Lübeck).


Analytical Task Force (Berlin)

At the Berlin State Criminal Police Office (LKA) the police NBC defense is divided into two departments: 1. Department LKA 3 "Organized Crime and Economic Offenses" with Department LKA 35 "Nuclear / Environmental Offenses", and 2. Competence Center for Forensic Technology with Department 6 "Environmental and Explosives" and its specialist group KT 61 "Mobile and stationary environmental and explosive analysis".

The specialist group KT 61 comprises 21 employees from various disciplines: biologists, chemists, engineers, laboratory staff and technical assistants. It is divided into a safety laboratory, an environmental, chemical and fire measuring team and an Analytical Task Force (ATF), which conducts the ABC exploration on site. For this purpose, it is equipped with several ABC measuring vehicles: A new emergency vehicle equipped with an EM 640 gas chromatograph, an ABC ErkKW Fiat Ducato (B-8050), which may have additional equipment compared to the standard model, a mobile environmental vehicle (MUK II) of the type VW LT 35 (BT 2488) and a Mercedes-Benz rescue vehicle (B-7102) for the transport of chemical protective suits and heavy breathing apparatus. The specialist group is stationed at the Institute for Police Technical Investigations at Tempelhofer Damm 12; the chemical storage facility is located in the police station at Kaiserdamm 1.

The Analytical Task Force (ATF) is led by a "Team Leader ATF". This position was filled this year. Three other people (two measurement engineers and one person for logistical support) are deployed - "normally". If further accompanying work is to be carried out on site in addition to the mere measurement activity, a total of seven people are deployed: an ATF team leader, two measurement engineers, two emergency crews and two people to provide support.

The range of tasks of the LKA KT 61 specialist group includes the following functions:

"Support in the following situations

- Threat and contamination with dangerous substances

- Release of hazardous substances of all kinds

- Finding all types of containers with non-identifiable solid, liquid and gaseous substances, as far as there is a suspicion that they could be dangerous substances

- Finding all types of containers with a declaration of hazardous substances

- Suspicion of manufacturing and possession of dangerous substances

Support in major disaster events

- Monitoring of large areas by means of remote sensing

- Detection and identification of dangerous chemical substances

- Situation assessment

- Assessment of the development of the situation

- Elaboration of proposals for countermeasures (warning of the population, closures, clearing, evacuation, decontamination measures)

- Advice to the chief of operations on site. ".

Every time an accident with hazardous substances occurs in Berlin or an unknown substance is discovered somewhere, the LKA moves out first and then, if necessary, the professional fire brigade. According to the former head of KT 61, Dr. Lothar Fiedler, the ATF can present an initial measurement result within an hour. The operation is controlled via the situation center of the Berlin police LZ1. Dr. Fiddler:

“The identification of the pollutants results in specific material data, the physical, chemical and toxicological properties of which are known through research in databases. (...) The spread of pollutants in the atmosphere or soil contamination has to be substantiated by measurements in individual cases. Since it is not possible to measure at every location for reasons of time, suitable control parameters must be defined that allow the pollutants identified to be recorded using other detection and measurement techniques. (...) The types of substances and their potential for spreading lead to the definition of danger areas in which special measures must be taken to protect the population and the emergency services. (...) The "DISMA" system is used to calculate the spread of pollutants. "

The Berlin ATF took part in various exercises, including the PIPELINE-PARTNERSCHAFT-DEBNO 2005 maneuver in Debno, Poland in September 2005, the TRIANGEL exercise (Berlin, March 2006) and TANK-DEBNO 2007 (Debno, June 2007). The ATF was used at the soccer world championship (2006), the G8 summit in Heiligendamm and the NATO summit in Kehl (April 2009).

Analytical Task Force Chemical Hazard (Hamburg)

The Analytical Task Force chemical hazard situation (ATFC) is stationed at the technical and environmental protection watch of the Hamburg professional fire brigade. It is led by Brandoberamtsrat Manfred Lange and has 15 employees. The SIGIS II remote sensing device is installed on a detection and measuring vehicle (SMF) Mercedes-Benz 311 CDI Sprinter (HH-2473 or HH-2844).

The Hamburg ATF took part in several exercises, including EUDANEX (Denmark, 2006). The previous missions of the Hamburg ATF include an accident in the biogas plant in Zeven (2005), the soccer world championship (2006), the discovery of a bomb during construction work on the FC St. Pauli stadium at Millerntor (August 16, 2007), the European soccer championship in Vienna ( 2008), the G8 summit in Heiligendamm, the conference of foreign ministers of the Asia-Europe-Meeting (ASEM) in Hamburg (May 2007) and the NATO summit in Kehl (April 2009).

Analytical Task Force (Heyrothsberge)

The Institute of the Fire Brigade of Saxony-Anhalt (IdF) in Heyrothsberge near Magdeburg is one of the leading centers for fire research in the Federal Republic of Germany. It is z. Currently by the chief fire director Prof. Dr. Reinhard Grabski. The 23 employees are divided into the three departments of physics of the fire and extinguishing process (head: Dr. Horst Starke), chemistry of hazard prevention (head: Dipl.Chem. In contrast to the other ATFs, the special unit in Heyrothsberge is not operational around the clock; on the other hand, the high technical and scientific level of its members should be emphasized.

The ATF's equipment includes a mobile fire technology laboratory (MOBLAB) with a gas chromatograph-mass spectrometer (GS-MS) EM 640. (11) The MOBLAB had already been procured in 1995 by the IdF for chemical analyzes. The laboratory was used during the fire in a former cold store in Magdeburg (December 7, 1998) and during the flood in Bitterfeld (2002).

The IdF works closely with the Fire Protection and Disaster Protection School (BKS) in Heyrothsberge and the Otto von Guericke University in Magdeburg. The university has been offering a bachelor's degree in "Security and Hazard Defense" (SGA) since 2003. Graduates are employed by federal and state authorities, professional fire departments, the police or fire protection companies. As part of the cooperation, the IdF offers a lecture The spread of pollutants and the supervision of theses.12) In addition, the students can do a laboratory internship at the ABC special unit for the detection of hazardous substances, where they learn, among other things, how to use an ion mobility spectrometer (IMS), the flame ionization detector (FID), the photoionization detector (PID) and the chip measuring system (CMS) . Analytical Task Force (Munich)

Analytical Task Force (Mannheim)

The analytical task force of the professional fire brigade in Mannheim is composed of the fire advisor Dipl. Chem. Mario König and the fire chief inspector Dr. Ralph Rudolph directed. She is stationed at the "Wache Süd" in Mannheim-Rheinau.

The ATF Mannheim is equipped, among other things, with a field laboratory, an equipment vehicle measuring technology (Mercedes Benz Atego) and an explorer (MA-8161). (14) It has an EM 640 mass spectrometer, a Miran 104 infrared spectrometer, a photometer and over 100 different test tubes for pollutant analysis. For their air transport, the ATF works together with the German Air Rescue Service, which has several BK 117 Medicopter helicopters ready.

The ATF Mannheim has participated in several German and international exercises in recent years: EUDREX (Austria, September 2004), EURATECH (France, April 2005), BIOTECT (Denmark, May 2006), EULUX (Luxembourg, 2007), VARIOUS ATTACKs RESPONSE (France, November 2008), etc.

Analytical Task Force (Cologne)

The analytical task force of the Cologne professional fire brigade is to be officially put into service on January 1st, 2010. The new ATF has four vehicles: a command vehicle, a laboratory vehicle with GS-MS and two conventional ABC explorers. The equipment costs a total of around 1,2 million euros. As Chief Fire Officer Dr. Volker Ruster announced that two new positions will be set up exclusively for the ATF at the professional fire brigade. (16)

The new special unit is based on the humble NBC forces of the professional fire brigade and the environmental protection service (USD) of the volunteer fire brigade. The volunteer fire brigade in Cologne-Flittard under fire group leader D. Hennig has an explorer, a measuring vehicle, a Dekon-P (K-8494) and an ancient multi-purpose vehicle for decontamination. Analytical Task Force (Dortmund)

The analytical task force of the professional fire brigade in Dortmund is to be officially put into service on January 1st, 2010. To maintain the new special unit, there are annual grants from the federal government in the amount of 95.000 euros and from the state of North Rhine-Westphalia an annual amount of 145.000 euros. The ATF will work together with the special operations service of the State Office for Nature, Environment and Consumer Protection (LANUV).

The new ATF is based on the special unit ABC (SE-ABC) of the professional fire brigade, which is stationed at fire and rescue station 8 in Dortmund-Eichlinghofen. It is equipped with an emergency control vehicle and four swap bodies with roll-off containers (respiratory protection, hazardous goods, contamination and radiation protection). There are also five fire engines from the volunteer fire brigade, which have NBC capacities, including fire engine 12 under the direction of Prof. Dr.-Ing. Rainer Koch in Dortmund-Aplerbeck (Riesestr. No. 3). He has an explorer (Do-8314). The remaining trains have three Dekon-P and two decontamination multi-purpose vehicles. (17)
