No to Franco-Russian nuclear cooperation in Germany - urgent appeal from around 80 initiatives and associations

Around 80 initiatives and associations from several European countries support a trinational resolution against the approval of a Russian-French nuclear cooperation by the German government for fuel element production in Lingen / Emsland. Instead, they are calling for an end to uranium processing and a de-nuclearization of Europe.

The French nuclear company Framatome and the subsidiary of the Russian nuclear giant Rosatom, TVEL, are planning a joint venture in Lingen and thus counteracting plans to shut down the fuel element factory as part of the German nuclear phase-out. The Federal Cartel Office approved the joint venture back in March; the results of an investment review procedure by the federal government have so far been kept secret. The initiators of the current resolution are the Lingen alliance AgiEL - opponents of nuclear power in Emsland, the French Réseau Sortir du nucléaire and the Russian environmental organization Ecodefense.

From Lingen, Framatome has so far been supplying numerous aging and safety-related disputed reactors in Belgium, the Netherlands, France, Switzerland, Spain, Great Britain and Finland with fuel elements. These exports have been criticized for years. The nuclear facility has so far been excluded from the nuclear phase-out in Germany. Technical support projects for nuclear power plant projects around the world are also managed from the German headquarters in Erlangen / Bavaria.

"For years we in Emsland have been fighting for the urgently needed shutdown of the fuel element factory in Lingen. The federal government is not allowed to approve the Franco-Russian nuclear deal. On the one hand, it is undermining the German nuclear phase-out state-owned Russian nuclear industry, "says Alexander Vent from the Lingen alliance AgiEL.

"The French nuclear industry is currently struggling with great financial difficulties. In this situation it is ready for anything. We are very concerned about the offensive plans in international business. The further opening of fuel element production in the EU to the Russian nuclear industry is another step in that direction Wrong direction. For us it is clear: The energy future in Europe must not be nuclear, "said Charlotte Mijeon from the Réseau Sortir du nucléaire.

"It is incomprehensible to us that Framatome and the German government support the Russian nuclear company Rosatom economically. We remind you that Germany is already using Russia as a nuclear waste dump for the depleted uranium waste from the uranium enrichment plant in Gronau Gronau already enriched uranium for further processing in Russia. 35 years after Chernobyl, this will keep the highly dangerous future visions of the nuclear industry alive. The resolution will be sent today to the Federal Ministry of Economics and the Federal Environment Ministry as well as to the Prime Minister of Lower Saxony, Stefan Weil, and to the Lower Saxony Ministry of the Environment.

Lingen fuel assembly plant

The Lingen fuel assembly plant went into operation in January 1979. According to BASE, 144 reportable events were counted up to June 2019.

The plant in Lingen is owned by Advanced Nuclear Fuels GmbH, which under a different name initially belonged to 100% Siemens, since 2001 100% of AREVA NP, in which AREVA holds two thirds and Siemens a third.
