After 50 years of repository policy in Germany, the balance sheet is sober: two damaged salt domes, a third, which has been highly controversial and geologically unsuitable for 40 years, and an old ore mine, the conversion of which into a nuclear waste storage facility is causing considerable problems. Parliamentary committees of inquiry have already dealt with two locations, the Lower Saxony State Parliament 2009 - 2012 with ASSE II and the German Bundestag 2010 - 2013 with Gorleben. At the Wismut in Saxony and Thuringia, the dumps and sedimentation basins are simply used as near-surface, permanent waste storage for radioactive scrap and construction rubble.

As early as 1977, the Gorleben salt dome in the Lüchow-Dannenberg district in Lower Saxony was named as a location for a repository for highly radioactive waste. A comparative search for the best possible location had not taken place ...

Nuclear waste and final disposal in Europe

EU requirements

In July 2011 the European Union passed a law on the final disposal of nuclear waste; all member states must present a concept for long-term disposal by 2015. 

Denmark is looking for an international solution for the storage of the fuel elements of its research reactor DR-1. If this fails, the fuel elements are to be disposed of in the LILW repository in Risø for low- and medium-level radioactive waste. The spent fuel elements for DR-2 and -3 were transferred to the USA ...

Search for a repository in Germany

The search for a repository is intended to find a suitable location in a deep geological formation for a repository for high-level radioactive waste. The search process for the Federal Republic of Germany is described in the Site Selection Act, which was amended in mid-2017. The main criteria were previously drawn up by the Commission for the Storage of Highly Radioactive Waste from 2014 to mid-2016.

The final disposal process is divided into the “stages” selection of the disposal facility, construction of the disposal facility, storage of the radioactive waste and closure of the mine.

The site selection is to be broken down into the three phases of site-region selection, surface and underground exploration.

At the same time as the technical selection process, a multi-stage, democratically legitimized decision-making and conflict management process is proposed with the aim of enabling the broadest possible and generational consensus ...
