Does Hammer's police history site favor right-wing extremist attitudes?

As a citizens' initiative that wants to draw attention to its concerns with the help of nonviolent actions, we have to keep an eye on how the representatives of the state react to our activities. That is why we have endeavored over the past 45 years to make our content-related concerns understandable for the police and to explain them politely. With success. With numerous actions of civil disobedience and blockades, we were able to contribute to the fact that the THTR ultimately had to be shut down. Working groups of critical police officers formed who conveyed our point of view within the police and caused controversial discussions there. Because the dangerous radioactivity does not stop at the police.

Our main actions in the 80s are history. In the meantime, the social climate has shifted significantly to the right. A right-wing extremist party sits in the Bundestag, anti-Semitism and racism are increasing significantly. Also in the police, also in Hamm.

Right-wing terrorist with the Hammer Police

In February 2020, the apartments of the right-wing terrorist group S. were searched. Thorsten Wollschläger from Hamm was a member there and, as a police employee, was temporarily responsible for issuing gun licenses. He wanted to provide 5000 euros for the purchase of weapons and thus support terrorist attacks against "foreigners" and anti-fascists.

Wikipedia writes: "According to SWR research, in March 2018 he shared a quotation board with a picture of a pistol and the text: 'Dear policeman, this is your service weapon! It is not just there to look at, it is supposed to protect us and you and therefore finally use them! If you don't want to and can't do that, give them to us, we will certainly use them against every rabble! Greetings, your people and employer! ' In October 2019 he shared the following quote: "We have to carry out terrorist attacks from time to time in which bystanders die. This allows the entire state and the entire population to be controlled. The primary target of such an attack is not the dead, but the survivors , because they have to be steered and influenced. "

The "Westfalenblatt" reported that investigators at Wollschläger already looked the other way in 2018: "Detective officers took photos of the flags and the doorbell of their colleague. W. had written his name in a kind of Sütterlin, and he pointed to his mailbox pointed out that he wanted “no lying press” and “no refugee report from the city of Hamm.” The detectives came to the conclusion that Thorsten W. had not committed a criminal offense - and did nothing, they should not even speak to their colleague The process should also not have been recorded in writing ".

He disseminated his inhuman ideology excessively on the Internet, including on YouTube, read right-wing magazines (including "Junge Freiheit") on duty, hoisted the Reich citizenship flag on his house, put on Nazi clothing, stuck and affixed appropriate bumper stickers and slogans, etc .... His police colleagues saw him only as a freak from the Middle Ages and an eccentric. Nobody put an end to his years of right-wing hustle and bustle.

In addition to Wollschläger, several other police officers have become suspicious in Hamm. In 2016, proceedings were initiated against a now retired police officer who was included in the Reich citizen scene. Two further test cases have become known in the meantime. A police officer was elected to the district executive committee of AfD Hamm in February 2020, but resigned after a few days.

A very special police history!

During my research on Thorsten Wollschläger and the group S. I came across an entry in the guest book of the homepage of the "Police Historical Collection Paul" from Hamm. Wollschläger wrote there on November 23, 2001: "Really well done". What did he like, what strengthened his views, what was possibly missing in order to shake his right view of the world? The homepage was created by Hammer Police Chief Inspector a. D. Siegfried Paul (former bodyguard from NRW Minister Figgen) created on a voluntary basis and also supported and praised by the Hammer Police President.

There are a large number of articles on this homepage. These include a number of questionable posts. Here the euphoric mission reports Hammer Police from the invasion of a police battalion into the Sudetenland in 1938 are published without any distance. Shortly afterwards, 200.000 Czechoslovak Jews were murdered, and countless anti-fascists had to flee.

In a description of the use of Hammer police officers in the Netherlands during the persecution of Jews in 1942, documented on this page, the perpetrators try to excuse themselves by portraying the behavior of Dutch police officers as morally worse than their own and calling them "Nazi police". In this self-portrayal, lies and excuses were published which make the perpetrators' lack of awareness of wrongdoing strikingly clear.

Another noteworthy embarrassment on the police history page is the "memorial plaque" for the police officers who died "in the course of their service" in World War II. Here a perpetrator / victim reversal takes place: "Like the German population as a whole, the Hammer Police also had to pay a considerable blood toll during World War II". It is noticeable that the 52 listed deceased police officers were only partially killed in Hamm. A large number of those listed fell in Russia or Poland. It is no longer a secret what the task of German police officers in the "occupied territories" was. There are exhibitions, books and reports on how the police in these areas became mass murderers and war criminals, some of whom were even resisted.

Right-wing Freikorps as a role model

On the police history page, the right-wing extremist and anti-democratic terror of Hammer Freikorps members after the First World War is presented as a legitimate approach by righteous law enforcement officers: prevent chaos, create security and order. - This is the classic used to justify radical right-wing and authoritarian crisis resolution.

In the article about the Hamm-Heessen district, the author Siegfried Paul writes about the situation there from 1948: "At the request of the KPD in the council of the municipality of Heessen, this settlement was named 'Karl-Liebknecht-Siedlung'. Incidentally, Lütticher Str . in Heessen at the request of the KPD in Heessen in 'Rosa-Luxemburg-Str.' The residents were not interviewed, democratic rules of the game were not yet familiar ". Obviously, the author himself is not familiar with the parliamentary rules of the game: The elected MPs decide on the street names in the local parliament. To accuse the KPD of the time of violating democratic norms because, as an exception, it prevailed in a vote in a parliament, is cheap anti-communism that rights like Wollschläger eagerly embrace.

While the content on the police history page reveals historical revisionism, deficits and a lack of willingness to classify historical connections very clearly, hierarchical badges of rank and the "tools" used are cultivated on a broad level as insignia of state power. The homepage presents a total of 26 attachments for rank customers and 21 attachments to the police stick! Thorsten Wollschläger, who liked to show himself off with coats of arms, flags, badges, swords, daggers and lances, will have liked it.

This highly embarrassing police history page clearly shows that there is an ideologically shaped environment in Hamm that may favor right-wing extremist attitudes. The critical police officers mentioned above as a positive development do not appear here.

Right nuclear (T) rollback will fail!

To stage yourself as a "climate protector" and at the same time to act against real climate protectors from Fridays for Future and to intimidate them is common practice for right-wing extremists and not a contradiction in terms. Last year, on July 2nd, 7, the AfD submitted a request to the NRW state parliament to symbolically proclaim a “climate emergency” by the Hamm Climate Alliance. Here the AfD defamed and marks its enemy: "Presumably, the 'Climate Alliance Hamm' is in close proximity to other ecoradical splinter groups". The NRW state government saw no problem in its response to the symbolic declaration of a climate emergency.

As BI Hamm, we also get malicious emails from people who accuse us of fueling the climate catastrophe through our activities against nuclear power plants and refer tr (i) umphing to current articles in some media and to the planned new construction of nuclear power plants worldwide. For us, who have been involved in the most diverse areas of environmental protection for 45 years, such allegations are nothing new. They come from the very people who didn't care about environmental protection for decades.

In the meantime, as a result of our many years of work, criticism of nuclear power has become mainstream for good reasons and will remain so thanks to nuclear waste, incidents, scandals and the threat of nuclear weapons. Small groups and lobbyists in the anti-social media, this plague of today, can quarrel until they turn black.

This does not mean that these people are harmless because they incite other people in right-wing media and forums and even incite them to murder. The "Junge Freiheit", often played down as a strict right-wing conservative newspaper, is also a journalistic lifeline for nuclear fans. I have been reading and analyzing this sheet for 30 years. At the beginning it was a small monthly newspaper for ultra-right fraternities and students (1). Thorsten Wollschläger, the right-wing terrorist police officer from Hamm (see previous post) had the "Junge Freiheit" at his workplace on the office table for weekly reading. This leaf acts as a water heater for simple-minded characters and promotes right-wing radicalization. Anyone who writes there is at least a spiritual arsonist.

The "atw - International Journal for Nuclear Power", the mouthpiece of the nuclear lobby, lists Roland Tichy as an "expert" and gives him the opportunity to have his say. In his magazine “Tichys Insight” he pathologizes “green-left do-gooders” as “mentally ill” and admitted misogynistic statements in his paper, so that even the digitization minister Dorothee Bär (CSU) is Ludwig-Erhard, who has been Tichy's chairman since 2015 Foundation left.

Gronau: The resistance continues!

In the last 11 months we were able to carry out some activities in Hamm against the transport of nuclear waste from the uranium enrichment plant (UAA) in Gronau via Hamm to Russia. Shortly before the outbreak of the corona pandemic and also afterwards. On December 9, 2019, a well-attended vigil took place in front of Hammer Hauptbahnhof during the transport - as at 11 other locations. On the same day an interview with me on this topic was printed in “Westfälischer Anzeiger” (1).

On February 12, 2020, we held a very interesting event in the new Fuge premises with co-chair Vladimir Slivyak from Ecodefence in Russia and Matthias Eickhoff from Münster. On March 10, 2020, we took part in a demonstration through the Bahnhofsviertel in Münster. On March 11, 2020 (Fukushima anniversary) I reported in my speech in Beckum after a demonstration also about the uranium transports, among other things. After a corona-related break, another vigil took place in front of the main train station on June 22, 2020 in Hamm with a distance.

In January 2020, Russian activists in the Federal Environment Ministry handed over 70.000 protest signatures from Russia against the uranium transports. Despite many cross-border protests, twenty more transports were approved in June 2020. On October 4, 2020, activists stopped a transport in the Münsterland for five hours by climbing over the platform. The Ministry of the Environment, RWE and E.ON then confirmed in writing that there will be no more uranium transports from Gronau in the future.

THTR dismantling

The planning of the THTR dismantling is to begin in a good two years. On December 21, 2019, the Westfälische Anzeiger reported in detail on two double pages about the decommissioned reactor and the information previously published by the operators (1). On December 30, 2019, I responded in a lengthy letter to the editor and wrote about the dangers, costs and time perspectives (2). - It is time to deal with the topic of dismantling, so as not to leave the field to operators and governments.

HTR-PM in China

For two years now, the high-temperature reactor (HTR-PM) in China on the Shandong peninsula (Shidaowan) has been about to go into operation again, according to its operators. Basically, it is already in operation. There were only a few little things left to do.

Announced for a long time in the last millennium, the final construction intention confirmed in 2005 and construction started in 2012, it is dragging on. Meanwhile, the numerically small remaining German atomic community appreciates every little screw that is tightened in the plant with enthusiastic applause and increasing euphoria.

The Swiss Atomic Forum announced on April 2020st, 18: “In the second module of the pebble-bed high-temperature reactor HTR-PM, which is under construction in China, key components have been connected to one another. The China National Nuclear Corporation (CNNC) announced that the so-called node of the second module was completed on March 2020, XNUMX. The pressure vessel, the steam generator and the hot gas line of the reactor have been coupled. According to the CNNC, the coupling of the key node took place two and a half days earlier than planned ”.

The homepage (hopefully) "Gaufrei" announced on July 27, 2020 that, according to the operator, the project "has entered the commissioning phase. This is the final phase for the demo project. Gradually, a comprehensive verification of the systems will now be carried out and equipment will be carried out, creating a solid foundation for the commercial operation of the following units ”.

Elsewhere in this article, however, it is emphasized that the HTR-PM only "has the prerequisites to enter the commissioning phase". What now?

On October 20, "Gaufrei" reported "a lot of progress" and that the leakage test for the primary circuit of the 2021st module had been carried out "according to specifications" before the planned grid connection in 1.

Despite all the delays, there are of course still full-bodied announcements about the future of high-temperature reactors. The Neimagazin wrote on September 2, 2020:

“Another 18 such HTR-PM blocks are proposed in Shidaowan. In addition to HTR-PM, China is proposing an enlarged version called the HTR-PM 600, in which a 650 MWe turbine is driven by six HTR-PM reactor blocks. Feasibility studies on the use of HTR-PM 600 are in progress for Sanmen (Zhejiang Province), Ruijin (Jiangxi), Xiapu and Wan'an (Fujian) and Bai'an (Guangdong) ”.

Japan: attempted restart for HTTR

The high-temperature test reactor, which went into full operation for the first time in 1999 and had to be shut down since the Fukushima disaster, was given a restart permit on June 2, 2020, according to reports from World Nuclear News. New safety regulations have been stipulated in order to be able to deal better with incidents and "natural phenomena" in the future. According to the operator, the inspections requested in 2014 were positive. The High Temperature Engineering Test Reactor does not work with spherical fuel elements, but with hexagonal graphite blocks. HTR conference in Indonesia

The tenth international conference on high-temperature reactor technology is to take place in Yogyakarta, Indonesia, from June 2 to 4, 2021. Representatives from numerous countries (including Switzerland, the Netherlands, Poland, South Africa) have been named in the 35-member organizing committee. However, no one from the FRG so far.

The Indonesian atomic energy organization Batan had been interested in building high-temperature reactors since the 70s and worked closely with the Jülich Research Center.

In 2002 and 2003 the Geesthacht Research Center (GKSS) carried out a scientific project in Jakarta (Indonesia). Günter Lohnert, then head of the "HTR Safety Analysis" department at Siemens / Interatom and later a professor at the University of Stuttgart ("Competence Center for Nuclear Energy"), gave numerous guest lectures in Indonesia. Norway faked nuclear test results

Norway has the third largest thorium deposits in the world and has been operating the Halden thorium reactor at a depth of 1958 to 30 meters in a mountain since 50, in which an accident occurred in 2016. We reported on this in THTR circular no. 148 (1). In May 2020, a whistleblower announced that between 1990 and 2005 research results in this reactor were deliberately falsified, passed on and in some cases used worldwide for the further development of new nuclear power plants.

The taz wrote about this: “These manipulations could entail“ both security risks and economic consequences ”. The public prosecutor was informed about it. It is not the institute's first breakdown: Last year, two old research reactors were discovered behind protective walls, the existence of which had simply been forgotten.

This time, test results that did not provide what customers had asked for were simply "made suitable" by the research staff - sometimes by changing the data actually determined or by changing the test setup, which in reality no longer corresponded to what was ordered. At other times, different pressure and temperature values ​​were used than those reported (2).

Deutschlandfunk added: “Sometimes the researchers manipulated the data, sometimes they secretly changed the experimental setup. At least four international projects are affected. Three others are suspected of being forgeries. These fakes are cleverly made and difficult to detect. (...) These materials were tested in order to find out, for example, how corrosion-resistant or how long-lived the fuel elements are when used in nuclear power plants. This means that the manipulations could well have consequences. How serious these consequences would be depends on how these test data were further used '”(3).

Dear readers!

The first 55 issues of the THTR-Rundbrief were each up to 100 pages thick and documented, among other things, important documents, correspondence with authorities, radioactivity measurements, discussions about radiation protection and magazine articles. They are very important for future research and historiography on the THTR and the resistance.

Right from the start, these copies were also sent to the Hammer City Archives at regular intervals. When I asked two years ago whether one or the other issue might still be needed, after several inquiries I received the information that the archive “cannot check the holdings at short notice at the moment”, but “we might also do a complete series again take over".

Obviously the THTR newsletters can no longer be found. - This is an indictment. There are only a few isolated copies of the first 55 issues. In addition to the German National Library, where two deposit copies go, the THTR-Rundbrief is only available in Stuttgart at the Library for Contemporary History (documentation center for unconventional literature, which incidentally paid for it!) And at the very recommendable and active archive for alternative literature ( afas) in Duisburg, which I visited once. It is a free movement archive with a lot of volunteer work and few government grants. But obviously more reliable than some authorities, as can be seen from the example of the Hamm City Archives. The afas inventory includes 2.000 meters of shelf space, 9.000 periodicals with 200.000 individual issues and 4.500 brochures from social movements.
