40 years of BI environmental protection Hamm!

40 years of BI environmental protection in Hamm

On June 40, 4, a total of around 2016 participants took part in the bicycle tour to mark the 50th anniversary of BI Environmental Protection. After a small rally with the original blockade tractor from 1986, newly painted banners and information about the history of BI in front of Hammer Hauptbahnhof, we drove to Uentrop to the THTR main gate, where we had blocked or demonstrated so often.

There were some old posters and leaflets to admire and there was information about the current situation and HTR technology worldwide. The greeting of the partner BI in Ahaus, where the THTR fuel elements are stored, was read out and Udo Buchholz from the Federal Association of Citizens' Initiatives Environmental Protection (BBU) emphasized in his speech that Hammer BI is one of the oldest still active member groups of the association. After an hour, we went to the Kurhaus to have a coffee with our bike. There was a lot of space for personal discussions. There were even former members and supporters from Berlin, Marburg, Dortmund and the Münsterland. - It was a successful day!

We have a lot to do in the future. We will critically accompany the decommissioning operation and, if necessary, the dismantling discussion of the THTR. Since further research was carried out on the HTR line in North Rhine-Westphalia even after its shutdown and know-how was passed on to many countries, we may be facing a certain renaissance of this reactor line. On November 19, 2016, a conference on this topic will take place in Hamm, which is being organized by several NRW initiatives. Information on this can be found in this issue.

THTR incident no longer disturbs red-green in NRW

A few weeks before the planned anniversary celebration of our citizens' initiative to mark its 40th anniversary on June 4, 2016, a Wikipedia entry by the THTR commissioning manager Schollmeyer, who was involved in the serious incident, caused a lot of excitement again.

In 1986 the radioactive fuel element balls got stuck in the "pneumatic tube" and the resulting ball breakage was unintentionally blown off into the environment - at least that was the official version up to now.

The now 83-year-old Schollmeyer, as the specialist operations manager at BBC AG Mannheim, was responsible for the shut-off rods produced by this company, as well as for the five steam turbines including the measurement and control technology for the THTR in Hamm. In the THTR, on May 4, 1986, Kugelbruch once again blocked reactor operation. What happened next is described by Schollmeyer on Wikipedia in section 34, control rods / absorber rods:

"The superfluous blowing out of the broken ball, the filter was already ordered (!), Into the 'Chernobyl cloud' was a decision made by the then chief operator, Dr. Daoud, which he carried out against every warning and tried to conceal due to a lack of specialist knowledge. "(1)

The operator did not wait to blow off the filter until the filters that had already been ordered had arrived. Apparently it was believed that the blown radioactive isotopes would not attract attention because of the Chernobyl cloud. Dr. Daoud, as the representative of the main commissioner HRB (Hoch Temperatur Reaktorbau GmbH) and head of start-up operations, acted unauthorized, which is of criminal relevance in view of the release of radioactive substances.

The radioactively contaminated ball fracture was therefore purposely blown out into the environment and thus exposed the population to great danger. The operator knowingly violated essential nuclear law requirements. Due to the release of radioactive substances, this accident is, in our opinion, on the international assessment scale for nuclear incidents (INES) as Level 3 to call.

The following questions for the politically responsible and the nuclear supervisory authority in the Ministry of Economics in North Rhine-Westphalia arise from these new findings:

“How long has the nuclear regulatory authority known about this issue? Why didn't she make him public and prosecute him? ”- In our opinion, the authorities are guilty of fraudulent activity.

The media response to Schollmeyer's late revelation was considerable. Not only the Westfälische Anzeiger, but also Die Glocke, WDR, taz and Neues Deutschland reported in part on their front pages; the WA printed detailed letters to the editor (2). The pirate faction in the NRW state parliament and the Bundestag member Hubertus Zdebel (Die Linke) made inquiries on this topic.

The operators deny this

The operating company HKG was teeming with all the allegations in the Westfälischer Anzeiger (3) dated May 23, 5 and referred to the 2016-page report of the NRW Ministry of Economics published in 1986 to prove that the radioactive contamination was less than one Becquerel per square meter in the incident. Surely the supervisory authority should know that - or shouldn't it?

But anyone who takes the effort to read through the 95-page work will come to a very sobering conclusion. Because the Ministry of Economic Affairs did not know too much and admitted this frankly on page 13 of the report: "A clear determination of the aerosol activity release on May 4, 5 is not possible". On the exact day of the incident, the operators switched off the measuring device several times in order to allegedly readjust the clock. What a coincidence! The tremendous audacity of the operators in this "measuring strip scandal" aroused the minds of the Hammer population for months in 1986.

To make matters worse, this measuring device was a measuring point operated by the THTR operator. The supervisory authority only came up with the idea of ​​installing an independent, state-owned measuring system a few months after this embarrassing mess. In the report, she tried to imagine what might have happened in those hours, made all sorts of comparisons with the radiation output shortly before and after the incident, did the math back and forth and then decided on an approximate assumed mean. Because the supervisory authority had no knowledge of its own, only the information provided by the operator.

If, according to the current information provided by Mr. Schollmeyer, the incident has proceeded completely differently than assumed in the report, then other processes and thus significantly higher radioactive emissions are also conceivable.

In the days after the incident, the Ökoinstitut and Professor Grönemeyer measured values ​​of up to 50.000 Becquerel per square meter in the immediate vicinity of the THTR. The United Electricity Works (VEW) then distributed their newspaper "Energiekontakt" to all Hammer households with the headline: "Less radioactivity in the reactor building than outside".

On May 31, 5, the WA wrote in a comment how this information policy by operators and authorities was received by the population: "In critical situations they are deceived, credibility has been lost. Apparently the keyword Chernobyl and the fear of emotional ones Consequences are sufficient to operate a tarnished information policy around the THTR, in order to keep silent and appease. Trust has been disappointed. It will be difficult to repair .... "

Red-green state government is disinterested

Back to 2016: How did the NRW state government react to the pirates' parliamentary request?

A phone call and a cursory glance at the 95-page investigation report by the then NRW state government on the THTR incident of 1986 - that is all the red-green state government wanted to help clear up. For two decades, the THTR was the NRW flagship reactor and energy-political hope and should have deserved more attention in view of the new findings about a possible deliberate discharge of radioactive substances in the slipstream of Chernobyl.

Burkhard Lüer, as a representative of the nuclear supervisory authority from the Ministry of Economic Affairs, speaks of an allegedly "extremely low" and "harmless" effect of the radioactivity emissions from the THTR, while the investigation report explicitly states that no (!) Statements could be made in this report !

Ironically, the environmental policy spokesman for the Greens in the state parliament, Hans Christian Markert, is at this meeting of the Environment Committee to describe the efforts to clear up this scandalous incident as a "backward-looking discussion" and would rather "turn to the future" (4).

The consequences of red-green HTR development funding

So let's talk about the future: The decades-long funding of research and further development of the HTR line at Forschungszentrum Jülich by red-green federal and state governments with hundreds of millions of euros meant that THTR was not finally buried with this aggressively exported know-how, but within the EU, China, South Africa and the USA is being built and developed! Forschungszentrum Jülich (in which NRW is involved) aggressively supported the construction of the HTR in South Africa, and TÜV Rheinland added a quality certificate. In this issue I have written a detailed article about the current state of affairs.

Even today, the reporters to the International Atomic Energy Agency (IAEA) to be appointed by the federal government consistently paint a completely uncritical and positive picture of HTR technology from the FRG and thus reinforce the renaissance of this type of reactor worldwide. The German THTR reality is almost unknown abroad. A critical statement from NRW would be all the more important in such a situation.

Unprocessed and covered up incidents from the past have a very significant impact on the future. The red-green state government does not want to be reminded of its own inglorious role in the THTR research funding and to put the whole matter to the file.

The Green NRW parliamentarian Markert would rather talk about Belgian nuclear power plants, for which he is not responsible. In 2005 the Greens approved the substantial expansion of the Gronau uranium enrichment plant in North Rhine-Westphalia, which supplies the Belgian reactors with nuclear fuel. Don't forget that! According to the current red-green coalition agreement, the UAA is said to have been shut down by 2017 (NRW state election). That will probably not work.

The current statements by green politicians who are now calling for the closure of the UAA after countless missed opportunities are typical tactical games before the NRW state elections to keep environmentalists involved. And the Greens in Hamm don't seem to care much about how their party friends in the state parliament position themselves in the THTR accident debate. We hear nothing from them on this subject.

THTR in China:

The current status, cooperation with the FZJ, Saudi Arabia, Indonesia, resistance

"I'm just saying China, China,China”I heard Chancellor Kurt Georg Kiesinger on television as a little boy in 1969, and with that he not only warned of the coming economic power. A dose of anti-communism was also involved.

Only seven years later, the Chinese Minister of Economic Affairs visited the THTR construction site in 1976, and the Chinese student Wang did his doctorate in Jülich and Aachen. He later became President of Tsinghua University in Beijing. A mini-THTR went into operation there in 2000 and history took its course. Forschungszentrum Jülich, financially boosted by red-green coalitions in North Rhine-Westphalia and in the federal government, was always there as a supporter (1).

Ironically, at the location of the former Imperial German colonial base in Tsingtao - in Shidaowan - on the Shandong peninsula, the construction of two 2012 MW HTR reactors began in 200. They are supposed to go into operation in December 2017. How does it look today?

Civil engineering work and simulation

The "civil engineering work" for the Chinese HTR was completed, the official said at the end of 2015. On January 4, 2016, the Chinese authorities announced that the installation of a test stand with a simulator for the staff to practice had been completed (2). According to Chinese regulations, such a simulator must be completed one year before the system is commissioned. And the staff certainly still has to practice, practice, practice because, as the atomic lobby newspaper atw wrote in January 2016, when simulating, it is already struggling with a well-known problem of the pebble bed reactor: "Experiments are carried out on it to determine these parameters for To determine pebbles ". Because often the balls do not roll the way they should. Then it gets stuck somewhere and the globular cluster does what it wants.

On March 2, 2016, Shanghai Electric Nuclear Power Equipment Co. Ltd. The reactor pressure vessel for the HTR to Shandong, where it arrived eight days later (3). The 25 meter high and 800 t heavy container was lowered into the reactor building at the end of March 2016 to the applause of representatives of the party leadership and dignitaries.

Only one turbine for two blocks

The Chinese press took this opportunity to reveal an interesting detail: The twin plant with the two reactor blocks is driven by a single turbine (4). - If this does not work, problems arise with the cooling in two reactors at the same time. Will this work in the long run? In order to cope with the consequences of this cost-saving cheap construction, the staff has to practice, practice, practice in advance of commissioning: On July 16, 2014, a hundred-day test run of this turbine at full power and a temperature of 250 degrees was "successfully" completed (5).

Spherical fuel elements, which are produced in Inner Mongolia in Baotou, are also required for HTR operation. I already reported in circular 141 that rare earths were mined in this area and minimum ecological standards were disregarded and parts of the population were forcibly resettled (6). And of course the Wiesbaden company SLG Carbon assisted with its graphite components and know-how in the production of fuel elements.

On March 29, 2016, the Chinese authorities announced (7) that after a trial production of 100.000 fuel elements, the plant has officially received the operating permit and the production of 300.000 spheres has started annually. Incidentally, the radiation tests for the sample elements were completed in December 2015 in the Dutch Joint Research Center (JPC) Petten (16 km from Alkmaar).

Cooperation between China and Saudi Arabia

On January 20, 2016, the Chinese homepage reported "World Nuclear News" (8) the conclusion of 14 nuclear cooperation agreements between Saudi Arabia and China. A special agreement provides for the joint construction of an HTR. It was signed by the President of King Abdullah City for Atomic and Renewable Energy (Kacare), Hashim Abdullah Yamani, and the Chairman of the China Nuclear Engineering Corporation (CNEC), Wang Shu Jin.

The Chinese nuclear lobby is also active in the field of journalism. The English-language Chinese magazine "Hindawi" (9) has invited nuclear scientists around the world to highlight the advantages of high-temperature reactors in a special issue in early 2017. It is not surprising that the most zealous HTR propagandists, Hans-Josef Allelein and Karl Verendung from Forschungszentrum Jülich (FZJ), have already been confirmed as writers. The FZJ will have to ask itself whether these two of all people are suitable to represent the research center in an international journal. Because there are also critical voices about the HTR in the scientific field. The red-green state government of North Rhine-Westphalia is once again watching this goings-on in the nuclear lobby and is still funding these people!

Cooperation China - Indonesia

Already in 2014 I wrote in the THTR-Rundbrief (10) pointed to the sometimes decades-long cooperation between German, Japanese and Indonesian organizations and institutions that want to build HTRs in Indonesia. Last year, as part of a consortium, "Nucem Technologies" from Alzenau (Germany) won the tender for the construction of a test HTR in Indonesia (11). "The HTR fuel element technology is one of our particular strengths" writes this company on its website.

On August 11, 2016 the Swiss portal "Nuklearforum" reported:

"The China Nuclear Engineering Corp. (CNEC) and the Indonesian government have signed an agreement to develop high-temperature gas-cooled reactors (HTGR) in Indonesia. According to CNEC, both parties want to work together for the time being on the development of a gas-cooled high-temperature experimental reactor in Indonesia and on the training of specialist personnel.

CNEC has worked with China's Tsinghua University to design, build, and commercialize HTR technology for over ten years. In March 2014 they strengthened their cooperation with a new agreement to intensify national and international marketing "(12).

“World Nuclear News” from China is becoming even more specific: In addition to large light water reactors on the densely populated islands of Java, Bali, Madura and Sumatra, small high-temperature reactors up to 100 MW are to be built for Kalimantan, Sulawesi and other islands. First, however, a small demonstration reactor is to be built (13). These grandiose announcements are of course still a long way off. How much of this will actually be implemented and whether this technology will then work remains to be seen over the next few years and decades.

Netherlands

The same applies to the Netherlands, Indonesia's former colonial power: a few weeks ago, just a few kilometers from North Rhine-Westphalia, the right-wing liberal Dutch ruling party “Volkspartij voor Vrijheid en Democratie” (VVD) took the initiative for an HTR building in the Overijssel region. An information event on these efforts already took place in February 2016 in Zwolle (14).

For decades, scientists from Forschungszentrum Jülich have ensured a permanent flow of know-how towards Asia. No wonder that "Nuklearia" as a nationwide non-profit lobbying association for HTRs and Generation IV reactors in their annual meeting on October 29, 2016 Jochen Michels with the lecture "Status of THTR development in China" (15) celebrating the new old development with hope. - Incidentally, "Nuklearia" is based in Dortmund.

Resistance in China

Perhaps, however, the atomic friends did the math without the landlord. So much is changing in the world that has never been thought of before. In China, too, there has been strong resistance to nuclear power plants for a number of years. So there is no need to be pessimistic:

“Perhaps it is the fear of a conflagration that has prompted the Chinese leadership to put another major nuclear project on hold. Residents of Lianyungang City in east China's Jiangsu Province were on the streets for just one weekend to demonstrate against a planned nuclear waste reprocessing facility.

That was obviously enough. The city administration announced on Wednesday that the site selection work had been "suspended". This announcement does not mean the final end. Activists still regard their protest as a success. “We won,” wrote a protester in an entry on Weibo, the Chinese Twitter counterpart. The project was prevented.

According to eyewitnesses, thousands took to the streets in Lianyungang City last weekend to protest the nuclear plans. The residents fear damage to their health and accuse the government of not acting transparently. According to eyewitnesses, there are also said to have been violent clashes between the police and demonstrators. The officials are said to have acted brutally. The protests were not officially confirmed. Even now, the brief statement only states that there are “controversies about the construction of the plant”. A decision has not yet been made anyway.

The background to the protests are plans by the state nuclear company CNNC to build a reprocessing plant together with the French energy company Areva. The two companies had agreed on the construction in 2012, but so far had not named a location "(16).

Australia at the Generation IV Forum

The European Atomic Energy Community founded in 1957 "Euratom“Continues to participate in the research and development of Generation IV reactors, including the THTR. For this reason, “Euratom” has extended its membership in the “Generation IV International Forum” (GIF), founded in 2000 on the initiative of the USA, by ten years until 2026. So far, China, France, Japan, Canada, Russia, Switzerland, South Africa, South Korea, the USA and Euratom have been involved. Argentina, Brazil and the UK are inactive members. According to the “Nuclear Forum Switzerland” on July 15, 7, Australia has been included in the illustrious group of sponsors of the new reactor line.

 

Cooperation Poland - Great Britain

Is still Poland not lost! Deputy Energy Secretary Michal Kurtyka signed an agreement with representatives of the UK nuclear industry (Urenco, etc.) and Rolls-Royce a memorandum for understanding on energy policy during his visit to the UK on May 25, 2016. The U-Battery consortium and the Polish National Center for Nuclear Research in Świerk (30 km from Warsaw) agreed to build a High-Temperature Gas Cooled reactor (HTGR).

New fairy tales about the THTR dismantling

On April 28, 4, the RWE employee and poet Ralf Versemann gave the "Westfälischer Anzeiger" another sample of his art of reading coffee grounds. It was about a possible dismantling of the THTR ruins: “After a planning and approval period of seven years, the dismantling could start in 2016, according to the HKG managing director. This would take twelve years. "

Obviously he has mystical numbers, because who does not remember Snow White and the seven dwarfs and every esoteric knows: “The numbers bordering on twelve have a less good reputation. Either they are missing something or they have a little too much ”. Most of the time - as one can say from experience - the numbers at THTR are higher.

Be that as it may, this “expert” continues to juggle with adventurous information: “Versemann puts the cost of dismantling the Hammer nuclear power plant at around 400 million euros. 6 cubic meters are to be disposed of - in a repository for low and medium level radioactive waste. According to Versemann, the Konrad repository should be available by 000 ”. - These are again very strange speculations that he is launching into the world. Perhaps not entirely unintentional in order to downplay the dimensions of such a daring project.

The fantastic low costs were transferred to the realm of fairy tales 10 years ago even by experts who are inclined to nuclear energy. The dismantling of the twenty times smaller THTR in Jülich will cost at least one billion euros and the THTR Hamm only 400 million euros? The chickens are laughing!

Perhaps because of the high costs to be expected, the politicians will keep their hands off the matter for the next few years or decades and prefer to spend the money “drop by drop”: Every year three or four billion pounds per year for “decommissioning” without any imagination! Because every fairytale uncle knows: the smaller the numbers, the less attention they get.

Dear Horst Blume, dear BI environmental protection Hamm,

We found out about your campaign on Saturday on the occasion of your 40th anniversary. It is unlikely that any of us will be able to take part in the planned bike tour, but we wish you every success. But above all we would like to congratulate you on your 4 year "birthday" and on the perseverance you have shown in the resistance against atomic energy!

Our citizens' initiative "No nuclear waste in Ahaus" is a bit younger than yours (only 39 years old ...), but we can look back on a similarly long time as you. And there have been good contacts between our BIs right from the start. At this point, we would like to remind you that your member Claus Mayr provided us with very important support in founding our BI and our first activities on behalf of the BBU in 1977. Those of us who were there then think back to that with gratitude.

And later there was a very intensive cooperation between our initiatives, when it became clear in the 80s that the spent spherical fuel elements were to be brought from the THTR Hamm-Uentrop to Ahaus - a project against which we protested together. In 303 we were unable to prevent the transport and storage of these fuel elements in 1992 Castor casks in the "interim storage facility" in Ahaus. But how justified your resistance to the THTR and the resistance to the storage of the BE in Ahaus was, has become clear more than once in the meantime.

The most recent example is the admission that in 1986 radioactive gases from an accident in Hamm were blown into the environment and the operators wanted to "cheer up" the Chernobyl GAU. Once again proof of how little one can trust the operators of nuclear facilities!

But also the fact that until today nobody knows what will happen to the radioactive waste from the THTR and the AVR in Jülich, because there is absolutely no disposal technology for it. Those responsible from the former KFA Jülich are only careful to remove the stuff from Jülich so that the image of their research location is not damaged by the unsolved disposal problem from their own past. They want to deport it to Ahaus or even ship it to the USA, according to the motto "out of sight, out of mind". And the "Nuclear Research Facility (KFA) Jülich" is now called "Forschungszentrum Jülich (FZJ)" - as if the problems of your own nuclear legacy had been eliminated!

All of this shows us how important our vigilance and resistance to the nuclear industry and its machinations is. With this in mind, we wish you and us the strength that we will need for our work in the future!

Udo Buchholz (Gronau) took part in an event organized by the citizens 'initiative in Hamm at the invitation of the Hamm citizens' initiative for environmental protection. On the occasion of its 40th birthday, the citizens' initiative carried out a bike ride from Hammer Hauptbahnhof to the thorium high-temperature reactor THTR in Hamm-Uentrop.

The THTR has been shut down for a long time. As a board member of the Federal Association of Citizens' Initiatives Environmental Protection (BBU), Udo Buchholz was invited as a rally speaker. The Bürgerinitiartive has been a BBU member since 1977 and is therefore one of the oldest BBU member groups.

In his speech, Udo Buchholz congratulated the members of the citizens' initiative on behalf of the BBU and wished the initiative a lot of strength for its further work. At the same time, Buchholz congratulated them on behalf of the Gronau Environment Working Group. In his speech, Buchholz recalled joint demonstrations by the friendly citizens' groups.

The THTR in Hamm-Uentrop and the Gronau uranium enrichment plant both went into operation in the 80s.

While the THTR was shut down relatively quickly, uranium is still being enriched in Gronau for nuclear power plants all over the world.

In his speech, Buchholz also recalled the controversial transports of nuclear waste from THTR Hamm-Uentrop to Ahaus, which were carried out in the early 90s. The special trains with nuclear waste also rolled through Gronau at that time and repeatedly triggered protests.

In a greeting from the citizens 'initiative "No nuclear waste in Ahaus" to the citizens' initiative in Hamm it was said: "How justified your resistance to the THTR and the resistance to the storage of the fuel elements in Ahaus was has become clear more than once in the meantime.

The most recent example is the admission that in 1986 radioactive gases from an accident in Hamm were blown into the environment and the operators wanted to "cheer up" the Chernobyl GAU. Once again proof of how little one can trust the operators of nuclear facilities!

Laurenz, the former VEW lobbyist and CDU general, made the last time in the THTR circular as a “management consultant” who wanted to establish a weapons shop in the city center of Hammer. Fortunately, like so much else he picked up, it went wrong.

Can you sink even deeper from high up on the Montblanc of power? - Yes, of course, Laurenz shows how it's done. Once again, the old Aunt Bildzeitung took on him and scrutinized the last months of his parliamentary term in the Bundestag in 2009. And lo and behold, in the end it all comes out:

“At the time, luxury writing implements from the Montblanc brand were procured for more than 3.000 euros via the personal benefits account of the then MP. In the last nine months before he left parliament after the 2009 Bundestag election, 14 articles were purchased in this way, ”wrote the WA on August 18, 8.

Here he also asserted that he did not want to have known about any of this, that his former office workers and “other people I don't even know” (WA) had ordered luxury items in his name. Yes, that's how we know our Laurenz. We believe every word he says!

Pebble bed reactors, thorium and transmutation - the last straw of the nuclear lobby

The pebble bed reactors AVR and THTR-1990, which failed in Germany around 300, are still celebrated by the nuclear lobby as a top product of German engineering, as "inherently safe" and almost free of difficult nuclear waste. Since China is likely to commission a small pebble bed reactor HTR-PM in 2017/18 - albeit under conditions that are not very trustworthy in terms of safety - the discussion about the "missed opportunity pebble bed reactor" can be expected to flare up. Several emerging countries have already expressed interest in the Chinese HTR-PM.

In this event the history of the pebble bed reactors, their technology and their unsolved technical, safety and disposal problems as well as their position in the international nuclear industry will be explained. The current major disposal problems of the German pebble bed reactors are also presented in detail.
