Criminal case THTR in Jülich:
Manipulate, mess and deceive with the help of the SPD state government as the supervisory authority!

AVR-Jülich - brochure from 1987 - publisher BBC, Brown Boveri & Cie and HRBAn expert commission set up by Forschungszentrum Jülich (FZJ) itself found in a 167-page report after three years of research that during the operating time of the high-temperature reactor in Jülich - also known as the "Arbeitsgemeinschaft Versuchsreaktor" (AVR) - serious incidents and equally serious manipulations and cover-ups the operator took place. It is also unusual that daily newspapers in the region and the "Rheinische Post" from Düsseldorf, which for decades were more of a mouthpiece for the THTR lobby, are now reporting, in some cases, in an extraordinarily critical and detailed manner. - Is there a paradigm shift in the making?

The allegations are all the more serious since two of the four-person group of experts were also in favor of nuclear energy. Thus, the results are a slightly softened compromise, which does not make the statements themselves any less shocking. While the red-green state government of North Rhine-Westphalia has not yet contributed to the clarification and has not (!) Commissioned this report, the FZJ was forced to escape to the front due to ongoing public pressure and ever new published details by the whistleblower Rainer Moormann and to commission an expert opinion yourself.

The mini-THTR with 15 MW output is located on the extensive grounds of the research center and was in operation from 1967 to 1988. During this time, the reactor ran at excessive, safety-related, high-risk temperatures, safety switches were manipulated by the staff and incidents covered up. In 1978 a major incident took place, which was unjustifiably classified by unscrupulous scientists and responsible persons in the lowest rather than the highest possible category. All of this happened with the approval of the NRW ruling party in order not to discredit a prestige object of the nuclear industry and the SPD state government and to be able to steal many hundreds more millions of euros from the taxpayer for this bankruptcy technology.

And the behavior of the NRW Greens is not a glory, as the Aachener Zeitung stated on April 26, 2014: “Since 2010 the Greens in North Rhine-Westphalia have undergone a strange change. If in earlier years they still vehemently demanded clarification about the Jülich nuclear experiments, they have put this topic on file since they were in government responsibility ".

"Blind flight through a highly dangerous experiment" (quote from: "Aachener Nachrichten")

Christian Küppers, chairman of the expert group, made it clear in an interview with Aachener Nachrichten on April 26, 2014 what dimensions these hair-raising scandals, which have lasted for several decades, are: "Before that I never imagined that such a dangerous technology would be approached in Germany."

When asked, "In summary, what particularly shocked you?" He replied: “There are several things, but most of all the badness of the monitoring - with a view to the flow of activity in the plant, the control of the temperature, until 1981 the control of the burn-up of the fuel elements. That extends to the strategy of filling the system, which you have to question ".

On April 26, 2014, the “Aachener Nachrichten” reported in detail on three pages on the failings of the supervisory bodies and the chumbling of government politicians with the nuclear industry. We will document this in a little more detail.

Christian Küppers has a clear view of the role of the supervisory bodies: “The supervisory authority was aware of what was going on at the AVR. But she tolerated it. ”The head of the expert group“ cannot understand ”and cannot find any reasons:“ I also don't know whether this is due to the Rhenish clique ... ”.
After the 1978 incident at the latest, the control bodies should have reacted to the dangerous experiments in Jülich. But that did not happen, although they knew about the manipulation of the safety systems of the AVR reactor. It is reasonable to assume that the responsible authorities did not act because it was feared that the entire Jülich AVR project would be endangered.
A correspondence between the responsible Düsseldorf ministry, the Federal Ministry of the Interior and the Jülich researchers shows that the official supervision was fully informed. On July 21, 1978, in an internal report by the NRW Ministry of Labor, Health and Social Affairs, Minister Friedhelm Farthmann (SPD) noted, "that the limit value of the humidity in the primary coolant, if exceeded, the reactor is automatically switched off via a safety circuit, has been adjusted to higher values ​​in the current year ". Approval for this change had not been obtained. Federal Interior Minister Gerhart Baum (FDP) was also informed about the events in Jülich.
In July, the responsible Ministry of North Rhine-Westphalia made a remarkable decision to protect the Jülich researchers. The ministry is hiding the manipulation of the Jülich reactor: "It is not considered necessary to inform the public," says an internal report that our newspaper has received. A publication of the incidents could "lead to speculative misinterpretations" because comparisons with an incident at the Brunsbüttel nuclear power station would be obvious.

Moral bankruptcy of the scientific community - until today!

In the same issue of the “Aachener Nachrichten” on April 26, 2014, the commentator Christian Rein rated the behavior of those responsible at Forschungszentrum Jülich and at RWTH Aachen very aptly.

“Obviously, the technology of the pebble bed reactor was much less sophisticated than its advocates for decades would have us believe. That alone is not enough as an explanation. What makes the findings of the expert group so startling is the human component.
The representatives of the pebble heap concept are attested to “behaviors” “which, on the one hand, showed a pronounced feeling of superiority, but which, on the other hand, also indicated an inadequate ability to self-criticize and an underestimation of the weak points in the pebble heap concept and in specific systems”. The operators of the facility - and the researchers involved in what was then the Jülich nuclear research facility (now the research center) and RWTH Aachen University - have deliberately accepted dangers to people and the environment in an irresponsible manner. Such behavior is extremely frightening. Ethics and morals have been trampled underfoot in such a way that even the freedom of research cannot justify it. (...)
Incidentally, research on pebble pile technology in Jülich and Aachen is far from over. At the Chair for Reactor Safety at RWTH Aachen University, doctoral students are still working on it, also in collaboration with the Jülich Research Center. After the nuclear phase-out and the complete reorientation of German energy policy in recent years, this is grotesque; in the light of the expert report it is completely untenable. RWTH would also do well to take a critical look at nuclear research at its institutes - and not just with a view to the past. "

Incidents and contamination

The "Aachener Nachrichten" of April 26, 2014 presented a few incidents and omissions that should be highlighted.

A common thread running through the report on AVR operations is the lack of control in many areas and a kind of blind flight through dangerous technology:
+ From 1967 to 1988 it was never possible to reliably measure the temperatures in the reactor core. There were only three measurement campaigns at all: 1970, 1972 and then only 14 years later in 1986. The safety concept at the AVR was based, among other things, on the assumption that the fission products are completely retained in the fuel element balls up to 1600 degrees Celsius. In the last campaign with monitor spheres that contained melting bodies, those with 1280 degrees also melted, but this only proves that this temperature has at least been reached.
The report also shows that there was increased release of radioactivity in the reactor core, particularly between 1974 and 1976. Quote: "For the expert group it is not understandable that after evaluating the third monitor ball series from 1986 to 1988, no further safety-related analyzes were carried out."
+ “There was no environmental monitoring program,” says Christian Küppers, explaining why the contamination of the water in the concrete foundation chambers was only discovered “by chance” 20 years after the accident in 1978 - in a rainwater canal that ran over a mill pond in the Rur flows. Leaks when pumping highly contaminated water after the accident in 1978 were assumed to be the cause of the radiation exposure. Küppers: "All potential routes to the outside must be included in the monitoring." That was not the case with the AVR.

The “Aachener Zeitung” unmistakably puts its finger in the wound.

In 2009 the Federal Environment Ministry promised to reassess the behavior of the NRW nuclear regulator in the case of Jülich. This re-evaluation is not accessible to this day. Reason: The evaluation has not yet been completed.
But in the meantime it is clear, even without the intervention of the Berlin ministry, that the then nuclear supervision of the state of North Rhine-Westphalia did not simply fail. She actively caused her failure because it was more important to her to keep an uncontrollable experiment alive instead of protecting employees of the Jülich research facility, residents and the environment.
Politically, this failure has been tolerated to this day - out of economic interest. The SPD state governments in the 70s supported the Jülich project at all costs because it held out the prospect of being able to refine hard coal into car fuel thanks to its high temperatures. The technical problems of the reactor grew parallel to the resistance of the population to nuclear energy. So the Social Democrats continued to promote the export of this technology even after the reactor in Jülich had long since been shut down.

FZJ: A little self-criticism in order to continue doing nuclear research!

Forschungszentrum Jülich only issued an extremely brief statement on all of these processes and the extremely embarrassing findings of the expert commission:

“The report by the experts shows, however, that there have been serious errors and omissions in the past, including on the part of the research center. We expressly regret this. The experts have shown us that rules of good scientific practice have not always been observed during AVR operation. In the meantime, such rules have been set in writing for the research center for over ten years ”.

The FZJ is trying to talk its way out of the fact that a larger part of the scandals took place decades ago and promises that something like this can no longer happen in the future. This makes it very easy for the FZJ. Because those responsible from back then are no longer alive or can no longer be held accountable.

However, THTR research in the FZJ continues. The dismantling of the AVR in Jülich costs at least half a billion euros and is facing unsolvable problems that will cause a lot of public excitement. This is the reason why the FZJ now admits a few mistakes and then continues as before. The right politicians are ready.

The whistleblower Rainer Moormann has been pointing out all of these incidents for many years. And in the THTR-Rundbrief we reported in countless articles over entire decades and were therefore attacked or not taken seriously. - It's great that after 30 - 40 years the mainstream media are also reporting critically!

NRW Greens: Outrage over nuclear research in Jülich only after 14 years of own inactivity

After 14 years of inactivity in the government at THTR research in Jülich, the NRW Greens are outraged - with a press release!

Forschungszentrum Jülich (FZJ) has come under massive criticism in the media in recent weeks. In a comprehensive report, a commission of experts found that the small high-temperature reactor - also known as the "Arbeitsgemeinschaft Versuchsreaktor" (AVR) - had serious incidents and equally serious manipulations and cover-ups by the operator. We reported in detail on April 29, 2014 on this page.

The criticism expressed in the THTR circular and by citizens' initiatives for the last 20 years of the THTR research that is still taking place today is now also adopted by those who have been in the NRW state government for 14 years for several legislative periods and have not only done nothing about it, but simply denied the facts in dozens of highly official government statements. A party that has only been involved in the NRW state government with a single black and yellow dominated interruption (1995 - 2005) since 2010 is now outraged with publicity with statements that it may have copied from the THTR circular.

Late green outrage

Priggen, leader of the Greens in the NRW state parliament, emphasized on May 3, 2014 in "Rheinische Post": "What is being done in Jülich under the guise of alleged research into security technology is in truth a fraudulent label. Jülich is continuing to research high-risk nuclear energy technologies and is even supporting the construction of a new nuclear power plant in China."

And on May 5, 2014, the Green State Environment Minister Johannes Remmel added in "Rheinische Post": "The majority of Germans have spoken out clearly against nuclear power. Should Jülich actually research risky technologies and support the construction of a new nuclear power plant in China, that would be in stark contradiction to the will of society and politics - the cloak of alleged research into safety technologies will not help either. Nuclear research may not be carried out with public funds."

Even the green parliamentary group, which did not do better in the federal government from 1998 to 2005, is in the same direction with a small request (printed matter 18/959) to the federal government. In it now sits exactly the one Bärbel Höhn as a member of the Bundestag, who for ten years as NRW Environment Minister at Forschungszentrum Jülich went in and out of some PR appointments almost monthly and did nothing at all against the nuclear research taking place there.

The Greens were in the government, which is responsible for all of this!

This small request from the Green parliamentary group is in reality a retrospective declaration of bankruptcy of its own policy. The heading you chose "The activities of Forschungszentrum Jülich in connection with high-temperature reactor technology“Is always a register of sins of one's own omissions and even offensive red-green support for nuclear research. And that's not to say too much, if you recall the bottomless cheekiness with which the red-green ministries dismissed our inquiries!

On May 14, 2003, for example, the Federal Ministry of Education and Research wrote to us about the THTR know-how export from the Jülich research center to South Africa: "Transferring the high German safety standards to third countries is also in the interests of the federal government, as this can make nuclear power plants in third countries safer"- THTR circular no .: 83.

On July 12, 2004, the red-green state government of North Rhine-Westphalia described the Jülich THTR research in a letter to BI Environmental Protection Hamm as "valuable contribution to the international safety of HTR reactors". BI Environmental Protection has received dozens of such pronouncements over the years. They are all documented in the THTR circular - THTR circular no .: 92.

Red-green Hermes guarantees for China's nuclear industry!

The current outrage of the NRW Greens over the German support for the THTR building in China is based on the forgetfulness of most people. It was the red-green NRW governments that were not only responsible for tolerating the transfer of know-how; The red-green federal government also pushed this program forward by granting Hermes guarantees to China! - Just that THTR Circular No. 98 from 2005 read:

"In 2000, an inter-ministerial committee (IMA) made up of representatives from the Ministry of Economic Affairs, Finance, Foreign Affairs and Development Aid approved China's Hermes guarantees to promote the supply of German nuclear technology. "Die Zeit" was the headline on March 16, 2000: "Germany is encouraging China to get started with nuclear power" and concluded: "Everyone knows that the nuclear industry links its chances of survival with the entry into China." The calculation worked out and the red-green ministerial bureaucracy helps diligently and keeps shouting: It's just security research, security research, security research!"

When the NRW Greens accuse the black and yellow intermezzo government (2005 - 2010) on May 3, 2014 in "Rheinische Post" that they would have liked to build new HTR research reactors, they try verbatim from their own role as HTR sponsors during to distract her own 14 year reign. This is really embarrassing!

Fortunately, the many current newspaper articles on the THTR research reactor in Jülich shed more and more light on the hidden workings of the atomic lobby. The "Neue Osnabrücker Zeitung" of April 28, 2014 writes how shabbily this research institution, which is co-controlled by the red-green state government, dealt with internal critics, while state environment minister Bärbel Höhn perceived cheap PR photo opportunities a few blocks away:

"For Moormann, this insight from his former employer comes too late: his revelations about the safety risks of the reactor turned out to be a worst-case scenario for him professionally. "Little by little, my employees were taken away from me, business trips were no longer permitted," he said, describing the reprisals a few years ago. “After all, I was sitting all alone in a hallway, at times even in a whole building.” At the beginning of 2009, Moormann was transferred. “I also lost my internal position and was now practically caught between two stools,” said the scientist. The hostility even went so far that he was certified three times in writing that he was crazy: Moormann pulled the emergency brake and applied for partial retirement. He is now retired."

During these decades, you have all stubbornly dismissed dozens of petitions and questions from the Hamm citizens' initiative for environmental protection. Including red-green governments in North Rhine-Westphalia for 14 years and red-green in the federal government for seven years.
And now the grandiose thorium dreams came to an end after a commission of experts at the HTR in Jülich made incidents, manipulations and cover-ups public and brought the barrel to overflowing. Because constant dripping wears away the stone.

Sometimes it takes decades for the resistance to produce significant results.

Of course, the FZJ does not openly admit the defeat. Let us once again let his brazen twist of facts melt in our mouths with relish; because nuclear power is dead safe and consequently, with this cheap sleight of hand, any nuclear research in Jülich can only be safety research:

THTR in China

As part of Jülich's assistance with the construction of high-temperature reactors (HTR) in China, the research center cheekily washes its hands in innocence:

Quote beginning “The research center has not been involved in the development of reactor technology for many years, not even in the construction of reactors, not even in China. (...) No scientists at Forschungszentrum Jülich are working on issues relating to the further development of HTR technology, particularly in connection with the Chinese reactor construction in Shidao. There are contacts with the Shanghai Institute of Applied Physics (SINAP) on safety issues, but these have nothing to do with high-temperature technology. There are contacts with Tsinghua University in Beijing that relate to safety issues relating to HTR technology. " End of quote (2)

The later president of the Beijing University and HTR sponsor, Wang Dazhong, did his doctorate in Aachen on the THTR and learned in Jülich. In addition to the THTR research reactor on the Beijing university campus, the location for a large THTR was determined on the Shandong peninsula in Kiautschou Bay at a former German colonial base (Qingdao or Tsingtau) (3).

The Beijing-Jülich connection was accompanied in the 80s and 90s by intensive further collaborations and supported by numerous scientific work in Jülich until at least 2004. In addition, an intensive transfer of know-how took place at the two international HTR conferences in Beijing in 2002 and 2004. All this under the eyes of red-green governments in the federal government and in North Rhine-Westphalia! All of this could be read in detail in the THTR circulars No. 88 and 98 (4) and was brought to the relevant decision-makers by our citizens' initiative.

In the TAZ of May 15, 2014, the NRW Greens in the state parliament are outraged about the Jülich HTR research for China and demand clarification and information, even though they themselves were in government for many years during this time and have not done anything about it! I quote from the TAZ from May 15, 5:

Quote beginning "Nuclear research for new reactors in China is not a figurehead, but a clear contradiction to the Federal Republic of Germany's nuclear phase-out," said Priggen. (...) "There are contacts with the Tsinghua University in Beijing that relate to safety issues relating to HTR technology," said Jörg Kriewel, spokesman for the research center, of the taz. This involves computational models that can be used to analyze the effects of incidents. "The computer models provide information on the accident sequences in reactors that have already been completed or in reactors that have already been planned in detail," says Kriewel. “They are not used for reactor development.” But that is precisely the question that has not been answered. Regardless of the result of the further clarification, the Supervisory Board decided on the initiative of the green NRW Environment Ministry that this research project will not be continued after the contracts expired in 2015. That is not enough for the Greens. "It would be better to draw a clear line," said parliamentary group leader Priggen. End of quote

If the NRW Greens had drawn a clear line in government responsibility, South Africa would have been spared billions in bankruptcy with the Pebble Bed Modular Reactor (PBMR) and HTR development in China would not already threaten the lives of many Chinese because production is already taking place nuclear fuel poses a great danger to the bullets (5).

The FZJ may now actually withdraw from pebble bed technology, but wants to continue researching light water reactors:

Quote beginning "As planned, from 2015 the research center will conduct research exclusively on the safety of the light water reactors common in Germany and in our European neighbors as part of publicly funded research." End of quote (6)

A pebble bed technology that, according to the latest report by a commission of experts, has finally run out of steam without having actually contributed anything to its end in the last few decades, is all too cheap.
But now there are new tasks waiting for Rotgrün in the field of light water reactors. I am excited.

A current evaluation on behalf of the NRW Environment Ministry currently sees no influence of the former THTR Hamm nuclear reactor on cancer in the surrounding population. This is in a report by the Epidemiological Cancer Register of North Rhine-Westphalia, which examined cancer rates in the population. For this purpose, the cancer frequencies in the surrounding municipalities of Hamm, Beckum, Ahlen, Lippetal and Welver were analyzed.

"The people who live near the former nuclear reactor need security that they are not exposed to any health hazards, because their health is a top priority," said the North Rhine-Westphalian Environment Minister Johannes Remmel when presenting the epidemiological report Cancer Register NRW in Düsseldorf. However, the report also raises an open question, which the state government will now pursue vigorously. The NRW cancer registry has found an abnormality in thyroid cancer diseases. A statistically significantly increased rate of thyroid cancer in women was found here between 2008 and 2010.

The background to the report was the increasing number of inquiries from citizens in the region. The ministry has therefore reacted as a precaution to the concerns of the local people and commissioned an evaluation by the Epidemiological Cancer Register of North Rhine-Westphalia. The results of the statistical evaluation are now available. The decommissioned reactor in Hamm-Uentrop had recently come into focus because of the suspicion that radioactive PAC spheres had escaped from the reactor into the environment. However, this was not confirmed. According to the current state of the art, the globules found were spherical components of fertilizers containing converter lime. In addition, an incident occurred in 1986 within the THTR in which radioactivity was released. In order to clarify the discussion about suspected cancer accumulations, selected cancer diseases in the population from the years 2008 to 2010 were compared with those in a reference area in the current evaluation. More recent data are not yet available.

The main results of the analysis:

- For cancer of the esophagus, the intestine, the lungs and bronchi, the breast, the ovary and the myeloid and acute lymphatic leukemias, the study region Hamm and the surrounding communities of Ahlen, Beckum, Lippetal and Welver did not show any noticeable accumulations compared to the reference region Recklinghausen district .

- However, the NRW cancer registry has found an abnormality in thyroid cancer diseases. A statistically significantly increased rate of thyroid cancer in women was found here between 2008 and 2010. According to the results, the standardized incidence rate for thyroid cancer among women in the study region in 2008 and 2010 is 1.64. According to the cancer registry report, this can be interpreted as a 64% increased risk of developing thyroid cancer. This only applies in comparison to the selected reference region.

- However, the type of thyroid tumors observed is such that they were detected and reported at an early stage (small tumors). The cancer registry therefore describes regionally intensive activities for the early detection of thyroid cancer (intensive screening) as a possible cause of the observed increases in thyroid cancer rates.

Radiation exposure as the cause, for example from the THTR Hamm, appears unlikely, however, since no abnormalities were found in thyroid cancer in men. We reject the statement by Environment Minister Remmel that in 1986 only “a very small amount of radioactive aerosols was released from the facility” as a trivialization of the incident in the THTR. The operators interrupted the recordings of the measuring strips at the time of the incident.

Remmel's statement could just as easily come from RWE's PR department and cannot be proven. Rather, tens of thousands of Bequerels were measured by various measuring devices in the immediate vicinity of the THTR in the first days and weeks.

The investigation period of the Epidemiological Cancer Register is only three years from 2008 to 2010! The important 22 years before are left out of this investigation. But it is precisely this period that is of the greatest interest. For decades, the authorities and the responsible governments have deliberately failed to have statistics drawn up about this time. Obviously they didn't want to let a discussion about cancer cases near the THTR, which was annoying for them, arise in the first place.

The citizens' initiative for environmental protection in Hamm contributed 250 euros to an investigation of two samples found near the THTR.

b.) In the case of uranium, an enrichment of U235 in the range of 5 - 12 percent can be seen.

c.) The chain of decay is not in natural equilibrium.

d.) The mass ratio of thorium / uranium 235 is between 15 and 35.

e.) The B sample contains approx. 1,6 Bq Cs137, i.e. 0,11 Bq / g.

Comment from BI Environmental Protection Hamm:

In standard soils, about 500 to 1000 Bq / kg are found for the nuclides thorium, uranium, cesium and potassium K40 (1). If there were metallurgical residues (for example in fertilizers), the Bq value can be slightly higher. The activity of 2900 Bq / kg measured in the samples would therefore only be slightly increased.

In this context it should be noted that thorium has an activity of 4 million Bq / kg (2), natural uranium of 12 million Bq / kg, HEU even of 80 million Bq / kg. As a result, these samples are of a completely different order of magnitude. And according to our current assessment, rather not about coated particles from the THTR.

The Cs-137 value of the B sample corresponds roughly to what soils in the FRG can typically still have due to Chernobyl. The highest values ​​in Bavaria are about ten times higher.

Of course, this is only a preliminary conclusion. If new examinations are carried out with different results or if there are other valid interpretations of these results, we will reconsider and correct our statement if necessary.
